Implement the directives and proposals of the Supreme Committee regarding the implementation of the strategy and coordinate with ministries and local governments in this regard.

Supervision and coordination with the activities of implementing statistical surveys and studies that serve the preparation, monitoring and evaluation of the strategy.

Implementation of cooperation procedures with international organizations and donor countries to obtain technical and financial support to implement some of the strategy’s activities after receiving guidance from the Chairman of the Technical Committee.

Coordinating with the Ministry of Planning in the Kurdistan region regarding the follow-up of the strategic activities in the region.

Distribution of annual allocations to support the activities of the poverty reduction strategy to the ministries and governorates according to the poverty rate in the governorates, activities with the ministries and the strategy implemented by the ministries as stated in the strategy document.

Determine the priorities of strategic projects annually, in coordination with the ministries and governorates, and follow up on providing requirements for inclusion in the plan.

Updating the poverty line annually in the light of inflation indicators and the results of ongoing annual surveys of the family’s social and economic status.

Preparing a national map showing poverty hotspots and pockets geographically at the level of the smallest administrative unit, and updating it annually.

Direct administrative and technical supervision of the departments and divisions of the executive management of the poverty reduction strategy.

Executive management of the poverty reduction strategy:

An executive department headed by an employee with the rank of general manager, whose mission is to follow up and evaluate the implementation of the strategy linked to the Ministry of Planning.

Main duties of management :

  • Coordinating with the concerned ministries and governorates to determine the activities mentioned in the strategy to be included in the programs and plans of the ministries and governorates.
  • Follow up the implementation of the strategy and supervise the monitoring and evaluation programs and the smooth running of the implementation of the activities.
  • Direct supervision of the preparation of reports, with a focus on the problems and obstacles that hinder the work, and suggesting the required procedures and submitting them to the technical committee.

First, the Department of Policies and Programs

The department is headed by an employee whose educational attainment is not less than a bachelor’s degree and is linked to the general manager. The department consists of:

  • Division of preparing plans and indicators
  • Division of preparation and production of poverty maps

  • Division of preparing plans and indicators

The division is headed by an employee whose educational attainment is not less than a bachelor’s degree and is linked to the head of the Department of Policies and Programs.

Duties and tasks :

  • Cooperating and coordinating with the concerned departments in the Central Statistical Organization to implement statistical surveys to serve the preparation, monitoring and evaluation of the strategy.
  • Preparing poverty indicators at the geographical level and updating the national poverty line annually.
  • Preparing a guide targeting the poorest areas in Iraq.
  • Proposing technical cooperation programs with international organizations and donor countries to obtain technical and financial support to implement the strategy’s activities.
  • Coordinating with the implementing agencies for the strategy’s activities in the field of mobilizing financial resources from national and international sources.

  • Division of preparation and production of poverty maps

The division is headed by an employee whose educational attainment is not less than a bachelor’s degree and is linked to the head of the Department of Policies and Programs.

Duties and tasks :

  • Preparing a national map projected on it geographically poverty spots and pockets at the level of the smallest administrative unit.
  • Updating poverty maps according to the results of statistical surveys and reports issued by the Follow-up Section.

Second: Follow-up and Monitoring Section

The department is headed by an employee whose educational attainment is not less than a bachelor’s degree and is linked to the general manager. The department consists of:

  • Follow-up division
  • Monitoring Division

  • Follow-up Division

The division is headed by an employee whose educational attainment is not less than a bachelor’s degree, who is linked to the head of the follow-up and monitoring department.

Duties and tasks :

  • Follow-up the implementation of the poverty allevireduction ation strategy activities and the proper progress of their implementation according to a pre-prepared mechanism and time plan.
  • Receiving and unifying the periodic reports received from the ministries and governorates and submitting them to the Executive Director General for review and proposing recommendations and procedures required to overcome the difficulties that impede the implementation of the strategy’s activities and submitting them through the Director General to the Technical Committee to take the necessary measures in this regard.
  • Facilitate the work of the focal points in everything related to the details of the implementation of the strategy and its components.
  • Follow up the concerned ministries and governorates in determining the priorities of the activities mentioned in the strategy to include them in the programs and plans of the mentioned governorates.
  • Follow-up and provide requirements for listing projects with the relevant authorities (ministries / governorates).
  • Carry out field visits in coordination with the concerned departments to find out the rates of implementation and the problems facing the progress of work and submit a report to the Executive Director General.
  • Preparing an annual report on the follow-up of the implementation of the strategy.
  • Office follow-up of the implementation of poverty reduction projects and follow-up management of the poverty database in the Iraqi Development Management System (IDMS).

  • Monitoring Division

The division is headed by an employee whose educational attainment is not less than a bachelor’s degree, who is linked to the head of the follow-up and monitoring department.

Duties and tasks :

  • Supervision of monitoring and evaluation programs.
  • Monitoring the mechanisms adopted in the governorates to target poverty in the light of the indicators of the poverty map and the results of poverty measurement.

Third: The Social Fund for Development Department

The department is headed by an employee whose educational attainment is not less than a bachelor’s degree and is linked to the general manager. The department consists of:

  • Targeting Division
  • Implementation Management Division

  • Targeting division

The division is headed by an employee whose educational attainment is not less than a bachelor’s degree, who is linked to the head of the department of the Social Fund for Development.

Duties and tasks :

  • Diagnose the poor and marginalized groups to increase the effectiveness of the social assistance program that the poor receive by increasing the benefits within a specific budget.
  • Providing and updating statistical data on the poor and vulnerable groups.
  • Statistical analysis of spatial data.
  • Coordinating the production of geographical maps representing the poor and vulnerable groups at the level of the smallest administrative unit.
  • Coordinating the preparation of statistical surveys, according to work requirements.
  • Coordinating with the concerned authorities in order to implement surveys and update the administrative records of spatial services.
  • Coordinating to propose mechanisms for the continuous development of targeting programs through cooperation with international organizations and standing on the experiences of countries in this field.

  • Proposing empowerment mechanisms for the poor and vulnerable groups.
  • Evaluating the targeting process by conducting rapid field surveys and polls to determine the success of the targeting process programmes.

  • Implementation Management Division

The division is headed by an employee whose educational attainment is not less than a bachelor’s degree, who is linked to the head of the department of the Social Fund for Development.

Duties and tasks :

  • The process of auditing and reviewing the planning and preparation of specifications/requirements, budget considerations, choice, awarding of the contract, and contract management.
  • Follow up on the procurement plan, including any updates that may occur (brief description of activities / contracts, Applied selection methods cost estimates, schedules, bank audit requirements, Any special information related to supplies).

Fourth, the Division of Documents and Correspondence

The division is headed by an employee whose educational attainment is not less than a bachelor’s degree and who is linked to the general manager.

Duties and tasks :

  • Carrying out the department’s secretarial work and organizing all issues related to meetings and committees inside and outside the ministry.
  • Receiving incoming mail to the department, recording it in its own records, and presenting it to the Director General for recommendations.
  • Issuing and saving internal memos, noting the incoming memos and referring them to the relevant departments to take the necessary action in their regard.
  • Print the department’s books and follow-up.
  • Save incoming and outgoing mail according to the applicable indexing system and extract it upon request.
