Central Organization for Standardization and Quality Control

Introduction

The Central Organization for Standardization and Quality Control was established under Law No. (54) of 1979, as amended, with the aim of finding accredited Iraqi references for measurement standards, calibration methods, and issuing Iraqi standard specifications.
for various products, where it contributed to developing and raising the production efficiency and quality level of national products through quality assurance activities, as well as limiting the flow of low-quality goods through examining imported goods and quality control of local goods and products for projects approved in accordance with the Industrial Investment Law, as well as marking jewelry and precious metals and the participation of various parties relevant in the field of consumer protection, support for local producers, and reduction of the phenomenon of industrial fraud, The organization organizes the activities of registering, granting and protecting patents and industrial models, providing technical advice in the field of quality management systems, and licensing qualification offices for these systems, as well as granting the Iraqi quality certificate to them. The organization also qualifies testing laboratories to reach the international level and enhances confidence in the results of testing these laboratories.

Since its establishment in 1979, the organization has been providing its services and technical advice to all official and unofficial parties, including consumers, producers and importers, and protecting them despite the difficult periods it is going through. Since the work of the organization is linked to the economic activity and the security situation in the country, And that any defect in them affects negatively or positively on its activities, In addition, some of its activities are linked to other institutions, where the role of the organization comes as a second link, and any defect in these institutions affects its work, as is the case in examining imported materials that are directly related to customs.

In spite of all the obstacles that faced the Central Organization for Standardization and Quality Control, it was and still is the party that leads the awareness process against industrial and commercial fraud and raises the slogan of quality in products and services through its activities that it provides to the community.

Duties and responsibilities of the departments, sections, and the Presidency of the organization

The device performs its tasks and activities through:

Firstly: Presidency departments

The following departments are linked to the presidency of the organization

1- Legal Department

2- Audit Department

3- Department of Informatics and International Cooperation

4- Directorate of Patents and Industrial Designs

5- Quality Management Division

It undertakes the following tasks

1- Initiating, following up and resolving lawsuits against the owners of industrial projects when they violate the specifications and against goldsmiths for violating the law of jewelry marking.

2- Attend pleadings in various courts on issues related to the work of the organization.

3- Organizing contracts to which the Agency is a party and following up on their implementation.

4- Providing advice on the laws of the organization and related laws.

5- Carrying out the affairs of preserving references, scientific sources, and approved technical documents.

6- Supervising external communications and everything related to the organization’s membership in international and regional organizations related to the organization’s work, and following up on the organization’s representation in relevant international conferences.

7- Checking what is related to matters of exchange, receipt, settlements, and what is received from the Financial Services Department and other departments.

8- Supervising the work of the warehouses and following up the warehouse assets.

9- Auditing financial reports (monthly, quarterly, annual) as well as the financial matters of inspection and examination companies.

10- Forming annual and continuous inventory committees and following up their work and the work of direct implementation committees.

11- The Directorate of Patents and Industrial Models in the Central Organization for Standardization and Quality Control is the only one at the level of Iraq concerned with the protection of intellectual property in terms of industrial property (patents and industrial models) in a way that protects inventions, innovations and industrial models submitted for protection and the issuance of patent certificates and industrial designs separately. Whether and play an important role in guaranteeing the right of the inventor within a legal and administrative framework in accordance with the Iraqi Patents and Industrial Designs Law No. (65) for the year 1970, as amended, which determined the work of the department to serve a wide segment of Iraq’s scientists and innovators from north to south and protect and preserve their scientific rights and innovations with legal protection of up to twenty The Directorate’s work is linked to the mechanisms and legislation of the World Intellectual Property Organization (WIPO), since the agency is a member of the organization and the Paris Convention on Industrial Property since 1976.

secondly: standardization department

 The Standardization Department undertakes the affairs of specifications, metrology, and marking of gold and silver jewellery. The Department carries out its duties through its following technical departments:

1- Specifications section

2- Metrology Section

3- Jewelry section

The following are the tasks of these departments and agencies:

1- Preparing the Iraqi standard specifications for products and services, which are mandatory for application according to the organization Law No. 54 of 1979, in addition to laboratory specifications for local products for which an Iraqi standard is not available, and they are prepared, reviewed and modified through specialized technical committees consisting of representatives from the relevant authorities (consumers – producers – distributors – in addition to representatives from the public sector and universities)

2- Working on the basis of the governance guide approved by the International Organization for Standardization (Good standardization practice) (ISO) in addition to other documented evidence and instructions necessary to organize the work, including: (Procedure for preparing a specification – Procedure for answering inquiries and requests – Procedure for adoption – Procedure for canceling an Iraqi standard – Procedure for amending the Iraqi standard – Procedure for reviewing an Iraqi standard and other documents – Governance guide – Technical committees guide)

3- The Metrology Department, and based on the provisions of the Apparatus Law No. 54 of 1979, as amended, is the central authority in Iraq responsible for preparing the Iraqi measurement references and references, calibrating the references and measurement devices used in scientific, service and production facilities, and marking the weighing, measuring and measuring devices used for commercial purposes, based on the law of marking scales Commercial standards and measures No. 42 of 1978 amended.

4- The Jewelry Department is based on the provisions of the Law No. 54 of 1979 as amended and the Law of Jewelry Marking No. 83 of 1976 as amended.  With the tasks of examining and marking gold and silver jewelry, in addition to granting, renewing and canceling a license to practice the profession of goldsmithing, inspecting goldsmiths’ shops, and expressing opinion and advice in the field of work of the department

Third: Quality control department

The quality control department, according to what is stated in the law and the regulations in force, shall do the following:

First: Monitoring the application of the approved specifications and everything related to the quality of local and imported goods and products directly through the technical departments of the department, namely:

1- Food industries

2- Chemical industries

3- Construction industries

4- Engineering industries

5- Textile industries

6- Department of Management Systems Certification

7- Conformity Assessment Section for Conforming Goods

Through the following:

– Conducting checks on approved industrial projects and examining their products to ensure that they comply with the approved specifications.

– Examining the forms of imported goods sent by the General Authority for Customs, the Ministry of Health and other ministries.

– Providing examination services to government and private agencies.

– Monitoring local markets to withdraw samples of goods for examination and take the necessary action.

secondly – Follow-up the implementation of the inspection and pre-examination program before import in the country of origin or export, which is implemented by the inspection and examination companies contracted by the Agency for Standardization and Quality Control in terms of technical aspects in cooperation with all department departments and the specifications department in the Standardization Department, as well as the financial and legal aspects in cooperation with the relevant departments and departments through the Department Conformity assessment of imported goods .

Third – The Department, represented by the Certification Section, undertakes the following:

Granting the Iraqi quality management systems certificate in accordance with the international standard ISO 9001, the latest version, for institutions, factories, companies, and others.

Granting the Iraqi quality mark.

All related activities of training and consulting.

We would like to point out the following:

1- A number of laboratories of the Quality Control Department obtained a certificate of accreditation from the Iraqi Accreditation Commission in accordance with the international standard ISO 17025, starting in 2016, and the number is increasing according to an annual plan.

2- The Certificate Granting Department is currently in the process of accreditation, as the system documents have been completed and applied in accordance with the international standard ISO 17025.

Fourthly: Technical and administrative services department

The Department of Technical and Administrative Services provides all administrative, financial and technical services required by the nature of the work of the departments and departments of the agency according to the provisions of the applicable laws of the agency and through its affiliated departments:

The department undertakes the following tasks:

1- Completion of all financial and accounting work related to the work of the agency related to the current and investment budget, internal procurement operations, payment of the agency’s participation in international organizations, and the distribution of salaries and other financial dues.

2- Preparing means of implementing training plans (courses, Seminars) for workers inside and outside the organization.

3- Maintenance and repair of laboratory equipment, switches, elevators, generators, water networks, as well as the organization’s buildings and all its facilities.

4- Preparing the annual work plan for the agency and following up its implementation through statistical reports and following up the activities of the divisions of the agency in the governorates.

5- Covering all the events and activities of the agency, publishing them through the available media, and preparing all the requirements for conferences and seminars.

6- Preparing electronic systems and programs that regulate the work of the device, follow-up and maintenance of computers and the Internet system

7- Organizing and following up the organization of personnel affairs (bonuses, raises, retirement , assignments , Resignation) and preparation of staff and job description.

8- Providing and preparing the administrative needs and services for all departments and sections of the organization, and following up matters related to civil defense and occupational safety.

The work of the organization is regulated by many laws, regulations and instructions distributed over each activity as follows:

1- The Central Organization for Standardization and Quality Control Law No. (54), amended for the year 1979.

2- Law No. (42) of 1978, as amended, for marking weights, measures and commercial weights.

3- Department of Jewelry Marking No. (83) for the year 1976 as amended.

4- The Patents and Industrial Designs Law No. (65) of 1970, as amended.
