It consists of the following formations:
First: The Human Resources Department: It undertakes the following tasks: –
Maintaining and updating records of staffing, promotions and bonuses for employees, records and books of service for workers and forms for the job information system, reorganizing their personal files and sorting them from the files of retirees and independents, organizing monthly schedules for delegates and those enrolled in studies from among the employees of the Ministry, and following up the affairs of those who have graduated from studies inside and outside Iraq in relation to their studies and mechanization of information related to employees of the Ministry
Preparing job cadres annually, following up on their implementation, applying laws and rules of service and staffing, preparing and printing ministerial and administrative orders related to personnel affairs, workflow, implementation and organization in the ministry.
Follow up on referral to retirement affairs and follow up the completion of retirement transactions
Proposing the preparation of a plan for training the employees of the Ministry in coordination with its affiliated agencies and centers, based on the plans of its affiliated agencies and training centers.

Second: – Department of Administrative Affairs : It undertakes the following tasks: –
Securing the movement and organization of vehicles to carry out official tasks and duties and follow up on their use and maintenance
Managing the Ministry’s library and enriching it with modern sources in both Arabic and English, according to the needs of the Ministry’s departments, and subscribing to magazines and periodicals issued by national and international centers and institutes.
Entering materials into the warehouse and keeping them to meet the requirements of the Ministry’s work and following up the balance of materials on an ongoing basis
Preparing the statements of signatures for the beginning and end of the official working hours

Third: The Central Filing and Correspondence Department: It is in charge of organizing and documenting correspondence (outgoing and incoming) to and from the Ministry and delivering them to the relevant authorities and keeping their records.
Fourth:- Information Technology Department: The department undertakes the tasks of managing, operating and maintaining the Ministry’s data network and Internet system, managing the official website of the Ministry, as well as maintaining computers and all their peripherals, reproduction devices, maintenance of the surveillance camera system, the translation system and all electronic systems in the Ministry’s office, as well as preparing systems for the departments and based on their requests and as indicated by all .

Fifth:- Maintenance Department: It undertakes the following tasks:
Operation and maintenance of all electrical equipment
Operate and maintain the machinery for water and drinking water installations and monitor their operation, heavy water and water pumps

Sixth: The Investment Budget Section: It undertakes the following tasks:
Organizing exchange and registration documents for investment budget projects in accordance with the instructions in force
Maintaining and organizing the accounting records of the investment budget and the central follow-up, and organizing and disbursing the Ministry of Planning’s share of the supervision and control amounts for the projects of the ministries that it follows up annually

Seventh: The Current Budget Section: It undertakes the following tasks:
Organizing exchange and entry documents for the current budget in accordance with the instructions in force from the Ministry of Finance
Carrying out the requirements for disbursing the monthly salaries of employees, following up on updating any changes thereto, and checking the disbursement lists
Maintaining and organizing the accounting records of the current budget manually and automatically, preparing the requirements for executing the exchange in accordance with the law and according to the powers established for the exchange, monitoring and following up the financial allocations, and preventing cases of abuse over the allocation.
Extracting monthly audit balances and an expenditure schedule with analyzes and sending them to the Ministry of Finance.
Preparing preliminary estimates of the operating budget for all departments of the ministry and discussing them in detail according to the needs of those departments through the formation of joint committees for this purpose and reaching speculative numbers that achieve the goals of the ministry for the next fiscal year and submitting them to the higher committee for discussion with the minister for approval before submitting them to the budget department in the Ministry of Finance for approval Preparing monthly schedules of expenditures and transfers for the center of the ministry and its affiliated bodies, and submitting them to the Board of Supreme Audit

Eighth – Engineering Department: Among its tasks
- Follow up the Ministry’s projects implemented by the Ministry of Construction and Housing
- Contribute to the coordination and supervision of the implementation of the Ministry’s projects, which are implemented by all the Ministry’s organizatioins and departments.
- Working on the preparation of site reports.
- Preparing engineering maps.
- Preparing tables of quantities in terms of specifications, quantity and dimensions after drawing engineering maps and on-site inspection.
- Supervising the annual investment plan of the ministry.

The Iraqi Legislations and Regulations Database is the first electronic legal database completed in the Arab region. The Legislations Database project was launched in 2004 by the United Nations Development Program and implemented by the Governance Project in the Arab Region. (POGAR). And in coordination with the Iraqi Supreme Judicial Council. The aim of this project is to collect and codify a set of available Iraqi constitutions and laws and make them accessible to judges, lawyers, academics, representatives and all persons seeking legal knowledge. These legal resources have become accessible to all for free. The Iraqi Legislation Base, the second version, which was implemented in 2008, has been published on the Internet, and it puts at the disposal of users 27433 legal texts distributed as follows: 7136 laws, 4265 ministerial orders, 3268 regulations, 5029 permits, etc…, that is, all legal texts that Adopted since 1917. It is worth noting that the Iraq Regional Office of the United Nations Development Program is the source of funding for the base of Iraqi legislation and regulations.
The project has been divided into three phases:
The first phase (2004 – 2006): At this stage, a complete copy of the Iraqi Gazette, the Iraqi Official Gazette, was prepared. Which includes all the law, decree and legal texts since the establishment of the Iraqi state.
The second phase (2006-2008): During this stage, a number of amendments were made to the base of Iraqi legislation and regulations, for example but not limited to the following:
- Collection of laws and legislation in the Kurdish region, which were included in the base of Iraqi legislation and regulations, These texts, which were obtained from the Official Gazette of Iraqi Kurdistan (1992-2007), give users the advantage of comparing Iraqi Kurdish legislation with the legislation that was merged into the base of Iraqi legislation and regulations.
- All legal texts in the base of Iraqi legislation and regulations are linked together through the use of electronic links.
- Criminal law, the Code of Criminal Procedure, the Commercial Code, and every legal code that organizes all laws, regulations, and other legal texts, as well as decisions issued by courts that are specifically related to
- Officials in the judicial sector in Iraq have been trained in the field of using the base of Iraqi legislation and regulations to ensure the benefit of the Iraqi state, And the work has been done.
The third stage (2008-2010): The second phase of the United Nations Development Program began in September 2008. There are a number of activities that will be implemented in this context. Firstly: Complete the database and merge it with relevant sources, if they have not been added. secondly: Achieve the benefit of a large number of practitioners and court users as much as possible. Third: Specifically ensuring the project’s long-term and sustainability:
- Completing the data collection process and trying to complete the base of Iraqi legislation and regulations and making sure that it includes all Iraqi positive laws and all related materials. At the end of the data collection, it will be applied or implemented throughout Iraq with the aim of collecting the largest number of decisions issued by the courts. And a number of fatwas issued by the Shura Council of the State, And review as many laws as possible.
- The application of all remaining fields of law: As mentioned earlier, There are three legal codes prepared in the second phase. In the third phase legal codes will be established in all remaining major fields. The topic of the blogs that will be established includes: Civil law, including (contract law, and tort law). Personal Status Law, Administrative Law, property law etc…
- Training on using the base of legislation: In order to ensure that the base of Iraqi legislation and regulations achieves the benefit of the largest number of Iraqi lawyers and those working within the field of law in general, and to promote and announce the base of Iraqi legislation and regulations.
- Guarantee of project sustainability : Finally, A number of Iraqi officials will be trained to update the base of Iraqi legislation and regulations on a regular basis and ensure that the project will be transferred to the Iraqi authorities in the end. It will update and maintain future laws and more court decisions. The Iraqi Supreme Judicial Council is working to sustain and support the project and is working to prepare and keep full-time employees for this purpose.
The database of Iraqi legislation and organizations is available in Arabic only. Iraqi law has not been systematically translated into any other language. Therefore, even legal researchers and other jurists interested in Iraqi law must familiarize themselves with the laws in Arabic. About the Ministry Library:-
The library is considered the main tributary and a station for collecting knowledge. Its aim is to provide resources for the research staff in the ministry to assist them in preparing research and studies, as well as postgraduate students from outside the ministry.
The library contains thousands of diverse sources of Arabic and English books, studies, reports, and magazines. and as follows: –
