The Department of Human Development at the Ministry of Planning held a symposium to discuss the actual needs of state institutions, inside Iraq, for postgraduate studies for the academic year (2021-2022), in cooperation with the Ministry of Higher Education and Scientific Research. The Undersecretary of the Ministry of Planning for Technical Affairs, Dr. Maher Hammad Johan, confirmed that this seminar came as per the directions of the Minister to address the failures of the various bodies in finding a plan for higher studies expressing their actual need for the academic year (2021-2022), indicating that the ministry will work to read the needs and crystallize them according to a vision Clear to the Ministry of Higher Education and Scientific Research. He added that the needs that were received by the Ministry of Planning from some ministries and agencies not associated with the Ministry and the governorates are not compatible and compatible with the need and specialization, nor with the direction of the state in general, explaining that many of these needs are inconsistent, and they are the needs of citizens more than the needs of the public office, so we held this symposium. In order to meet with the highest representative of fellowships and studies to convey the views of the Ministries of Planning and Higher Education to them, and thus we will be partners in developing a plan for postgraduate studies for the academic year (2021-2022) that is sober and has real value in the direction of the state and solving the future problems of the country.
In addition, the Director General of the Department of Human Development, Dr. Maha Abdel-Karim Al-Rawi said in a speech that the National Development Plan (2018-2022) emphasized, among its objectives, the adoption of policies and programs that strengthen human and social capital armed with knowledge, attitudes and appropriate skills to ensure the stability and prosperity of society, explaining that This will only be achieved by ensuring the achievement of quality, equitable and inclusive education for all, promoting steady, inclusive and sustainable economic growth for all, full and productive employment, providing decent work opportunities as its eighth goal, in a manner that guarantees higher levels of productivity, enhances development-oriented policies, and improves efficiency in the use of available resources. She added that these goals and objectives require that diversity be achieved in specializations, capabilities and skills in order to achieve development goals and the goals and plans of all institutions, and that is by developing plans for higher studies inside or outside Iraq in line with the nature of the work of the institutions and sectors that they represent, the activities they carry out, the markets they target and the products they target Advance.
She indicated that achieving this required us to set a number of criteria that it was important to take into account when determining the exact needs of postgraduate studies for the academic year (2021-2022), namely that the needs correspond to the vision and strategic goals of their future plans and directions of the government program
For his part, Director of the Department of Postgraduate Studies in the Department of Research and Development at the Ministry of Higher Education and Scientific Research, Dr. Abdul-Jabbar Hussein Ali, said that this seminar came to discuss the actual needs of the specializations of higher degrees in ministries and agencies not associated with a ministry and the provinces for the academic year (2021-2022) in Iraqi universities.
He added that the next two weeks will be reviewed and evaluated for the plans that arrived at the Ministry of Planning from these agencies according to the actual need for these institutions to be unified and studied, and then transferred to the Ministry of Higher Education and Scientific Research, stressing that this matter leads to the development of the functional skills of the concerned authorities according to the terms of reference of their functional work And in line with the directions of the state.
Nahida Abdul-Jabbar, head of the Education Policies Department in the Sixth Department of Human Development, stated that the aim of this seminar is to clarify the mechanisms for preparing a plan for graduate studies inside Iraq, while discussing the plans of ministries and agencies not associated with a ministry, adding that the proposed criteria according to which the needs for higher studies are determined. It includes that it conforms to the vision and strategic objectives of the plans of ministries and entities not associated with a ministry and the future governorates and the directions of the government program, and that it conforms to the specialization and the main tasks of the work in a manner that maintains balance in the functional structure, provided that the needs are compatible with the functional structure of the ministry or the entity not associated with a ministry.
It is worth noting that the symposium was attended by the Undersecretary for Planning for Administrative Affairs, Dr. Azhar Hussein Saleh, and representatives of ministries and agencies not associated with the Ministry and the governorates, which witnessed extensive discussions that dealt with the file of higher studies, and the needs of ministries and institutions of various specializations.
