Arab and international experts discussed the detailed plan for the implementation of the general census in 2020
In cooperation with the United Nations Population Fund (UNFPA) and the Arab Institute for Training and Statistical Research, the Census Operations Room organized a workshop for the period 22-24 September 2019 on the ongoing preparations and the implementation plan for the census of population and housing in Iraq, next year 2020.
Experts from Egypt, Jordan, Tunisia, the United Nations Population Fund (UNFPA) and the Arab Institute for Training and Research in Statistics participated in the workshop.
The workshop was attended by Prime Minister's Advisor, Dr. Mahdi Al-Allaq, Chairman of the Central Bureau of Statistics, Dr. Diaa Awwad, Executive Director of the Census Samir Khudair Hadi, Director General of the Technical Department, Qusay Abdul Fattah, and Director General of Information Technology, Abbas Abdul-Kadhim, at the Central Bureau of Statistics, as well as the President of the Statistics Authority in the Kurdistan Region. Serwan Mohammed, head of the media sector in the census, Abdul Zahra Al-Hindawi, and a number of representatives of the relevant ministries and experts from university professors.
The workshop witnessed, over three days, the detailed plan of the general census of the population and its conformity with international standards. The papers and presentations presented reviewed the plans and timelines of the different sectors of work, benefiting from the experiences of a number of countries, including Egypt and Jordan, after the two countries carried out a census. Over the past years.
Advisor to the Prime Minister, Dr. Mahdi Al-Alak, presented an analysis on the risks and challenges facing the implementation of the census, the adoption of the international methodology and the support of the United Nations Population Fund, pointing out that the main activity of the State during this year and next year, is the implementation of the census, because it is a first priority for development, calling He expressed his appreciation for the support provided by the United Nations Population Fund, the Egyptian Agency for Public Mobilization and Statistics, the Jordanian Department of Statistics and the Arab Institute for Training and Development. Statistical research, pointing out that the implementation of the census electronically represents a decisive qualitative shift in the framework of the pursuit of development goals, and this requires the provision of technical departments required, pointing to cooperation with the United Nations Population Fund to form an international advisory body to support the census headed by the regional director of the Fund and under the supervision of the President of the body Supreme Census Minister of Planning Dr. Nuri Dulaimi.
Dr. Diaa Awad Kadhim, President of the Central Bureau of Statistics, President of the Census Operations Room, reviewed the general plan for the census and the challenges facing the project, and the strengths and successes, stressing that the potential available and the support of the United Nations Population Fund, expertise and cooperation of all will contribute to the success of the project, stressing, Implementation of the census will be electronic, and the Authority has begun its practical steps to provide the appropriate working environment, praising the great support given by the President of the Supreme Commission for Census, Minister of Planning, Dr. Nuri al-Dulaimi, and members of the body, in order to provide a safe environment for the implementation of a census that serves development .
The workshop witnessed extensive discussions of the media plan presented by the head of the media sector, Abdul Zahra Al-Hindawi, during which he pointed out the stages, timing, events and media that will be adopted during the implementation stages of the census.
For his part, the President of the Kurdistan Statistics Authority, Sirwan Mohammed, gave a presentation on the expected role of the Kurdistan region in the implementation of the census, while the Executive Director of the Census Samir Khudair Hadi reviewed the roles of the various labor sectors, and what has been achieved so far within the framework of each sector of the work plan, as well. On the organizational structure of the general population census in the Center and the region, the head of the information technology sector, Mr. Abbas Abdul Kadhim, reviewed the mechanism of work in the electronic census, and Mr. Murad Abdul Samad, reviewed the mechanisms adopted to maintain the security and confidentiality of data, through the adoption of related programs. Mr. Qusai Abdul Fattah, Head of the Technical and Field Work Team, gave a presentation on the fieldwork mechanisms, paths and techniques that will be adopted to ensure the success of the census, while Mr. Firas Rasheed and Dr. Adi Zakaria gave presentations on the role of GIS in the electronic census. Mr. Ali Mahmoud and Dr. Jaafar Azab gave a presentation on the contacts and the expected role of the supporting parties.
In the meantime, experts participating in the workshop made a lot of important observations on the implementation plan of the census, and the mechanisms to be adopted in conducting it, stressing that the capabilities and expertise of the Central Statistical Organization and the Ministry of Planning, and the presence of supportive political will, to ensure the success of the implementation of the project.
It is worth mentioning that the experts who participated in the workshop, Major General Abu Bakr al-Jundi Minister, former head of the Egyptian General Mobilization and Statistics, Dr. Hussein Sayyed, Dr. Hadi Al-Saidi, Director General of the Arab Institute for Training and Statistical Research, and Dr. Khaled Khawaja, and experts from the Fund United Nations Population and Arab Institute for Training and Research.
