The Supreme Technical Committee was held to prepare the national five-year development plan 2018-2022, headed by the deputy of the Ministry of Planning, Dr. Maher Hammad Johan, an expanded meeting attended by all members of the Committee
During the meeting, which lasted several hours and the review of the first section of the papers, which will consist of the development plan was prepared by the members of the specialized teams, participants in the meeting expressed their observations on those papers which will be taken into consideration when the final preparation of the chapters of the plan
The deputy of the Ministry of Planning, Dr. Maher Hammad, confirmed during the meeting that the efforts made in the preparations for the five-year development plan 2018-2022 resulted in achieving important steps today we reach the stage of the discussion of the drafts of the papers submitted by the specialized teams. Pointing out that the new plan should take into consideration the economic conditions which would pass by Iraq during the next five years. Calling for the need to improve the management of assets to reach the best results of the five-year plan.
The meeting witnessed a number of important papers, Dr. Qusay Al Jabri, dean of the Faculty of Administration and Economics of the Mustansiriya University close monitoring of development performance during the previous Development Plan 2013-2017. He explained that the dual crisis (security and economic) has cast a negative impact on the reality of the development of the country and thus affected by the objectives of the plan, especially in the sectors of agriculture, oil and gas and manufacturing industries.
Dr. Wafaa Al Mahdawi, a professor of economics in the Mustansiriyah University, presented a paper on population and manpower, during which he confirmed, that the goal of development and prepare the population and the main engine of growth and development, so Iraq was keen on the resettlement of its principal variables in the National Development Plan 2013-2017, to bridge the gap between population and development across a range of strategic objectives of the previous plan filed by the Supreme Planning sought to translated in the form of multiple operational plans and projects are in the areas of health, education and other basic services that affect the quality of life of the Iraqi Human Rights with its many and diverse, such as youth and women, girls and children.
Dr. Alaa Jaafar, the director-general of the Department of Economic and financial policy in the ministry of planning a paper on the macroeconomic framework of the plan, which revealed that it is not expected to achieve revenue but the questioner linked in Iraq a significant development in the light of the continuation of the current economic reality of the impact of the financial crisis and the decline in economic activity and stop many of the projects in either the public or private sector. He added, that the privatized corrective action and its successors, enhanced the general budget and search for new revenue has contributed to strength fiscal space available to objections and is expected to continue to impact the coming years .
Dr. Adnan Yassin, professor of sociology at the important paper of social reality in Iraq and the importance of the services provided to the citizens in the areas of education, health and the fight against poverty and others.
The meeting was attended by the deputy in the Ministry of Planning, Mr. Qasim Anaya, and the president of the statistics organization, Dr. Zia Awwad, and a number of managers in the ministry as well as a number of experts and specialists from the professors and representatives of a number of governmental agencies, including the central bank.
